Yeah, same as rank 12, you can /rank and move away, and it'll stay there.

I guess the person in question played a LOT of HA. good for him.

oh, and what does the NPC in Tarnished Coast say when you walk by him?

Pretty much anyone seriously PvP'ing before Nightfall had a fully-equipped PvE character since you couldn't create 4 weaponsets on PvPs. Don't know if Starcraft was crazy enough to play with 2 sets all the way.

OK, let me rephraze myself.
They should name a NPC after anyone who achieved some max title first?
Even PvE?
Bullshit, he/she just maxed a title, amazing job, but still, there are a few (i could say better ) players who already gained their legendary status. They didnt max the title, but they did a hell of a job on their way there.
